East Plano's redevelopment aimed to rival new offices in the west

According to Doug McDonald, economic development director with the city of Plano, the city is currently positioning the eastern portion of Plano to be as competitive in corporate attraction and relocation as the west side of the city.

Over the past few years, the city’s seen new offices go vertical along the Dallas North Tollway and Highway 121 corridors. Lately, with redevelopments like Assembly Park and Collin Creek Mall, the city has worked toward reinvesting in the east side to attract businesses to its US 75 corridor and its Research and Technology District along Plano Parkway.

“Those are two large retail anchors that are transforming into mixed-use and are really starting to draw more attention for reinvestment and redevelopment,” McDonald said about Collin Creek and Assembly Park.

According to McDonald, since the federal government has incentivized businesses to bring more manufacturing to the US, east Plano’s Research and Technology District has seen more interest from both national and international corporations. With newer industrial flex spaces, bays for shipping and assembly, proximity to several major highways and the University of Texas at Dallas nearby, Plano’s Research and Technology District has attracted multiple companies over the last couple of years. In 2022 and 2023, some of the companies that relocated or expanded to Plano included Aligned Data Center, SK Signet, Ulrich Medical USA, Beckett Collectables, CC Integration, Liteon, Natural Polymer International Corp, Global Products Group and Virtex, each bringing around 100 or more jobs.

“The newer office products are on the west side of Plano, but the east side office products have done very well,” McDonald said. “Legacy Essential, which is the former Raytheon and (Texas Instruments) campus on Legacy and 75 is fully leased up.”

In an effort to further create more modern spaces for prospective businesses, the city’s looking at rolling out a new initiative to revamp older office buildings that see high vacancy. Some of the modernizations could include building upgrades and more amenities.

“Places like Legacy Business Park, Granite Park and Industrial Business Park have a lot of big wins with a lot of big companies, but I think you're seeing with redevelopment efforts the city's putting in, you're starting to see a lot of interest in the east side with redevelopment, new infrastructure and new offices,” McDonald said.

When Plano City Council meets on Monday, it will consider five items key to the city’s development.

Last month, the Planning and Zoning Commission approved a request to adopt the Street Design Standards, an update to the current Thoroughfare Standards Rules and Regulations. The commission also approved actions to update the Thoroughfare Plan Map and Cross Sections of the Comprehensive Plan to align with the Street Design Standards. The next two items requested to amend various sections of the Zoning Ordinance and to amend the Subdivision Ordinance to align with the Street Design Standards.

A request to repeal obsolete transportation-related policy documents will also go before the council on Monday.

“[They] were all part of the same package for the Thoroughfare Standards Update,” Michael Bell, Plano’s comprehensive planning manager, said of the five items.

Several of the items had been tabled earlier in the summer because the Planning and Zoning chairman noted that several commissioners would be absent. He thought it would be important for all members of the commission to be present for such an important item, Bell said.

Plano has worked to update standards that had been in place since 2009, Bell told The Dallas Morning News. The Thoroughfare Standards outline the rules for how streets, sidewalks, traffic calming and other street elements are designed.

City officials began to evaluate how Plano designed streets in the context of their land use because all streets, regardless of their context, followed the same standards.

Some downtown shop owners expressed concerns about how the changes would slow traffic in the area and, ultimately, traffic to their businesses. But city officials say they want to create a more pedestrian-friendly environment that fits in with their vision of where downtown Plano is headed.

“It’s really more of a medium and long-term change,” Bell said. “What this would do is improve central redesign. Some of the major streets in downtown like 14th Street, 15th Street, K [Avenue] and Municipal [Avenue]. But those won’t get built until some point when they’re on the city’s community investment program.”

In the short-term, Plano, through the development process, will make sure that streets have adequate right of way so that the city has the space it needs to complete the street improvements in the future, Bell said.

“For smaller streets, currently right now a developer wants to come in and put in an apartment complex or a new office, whatever it may be,” Bell said. “They might have to improve their half of the street to incorporate parking and street trees and other … amenities. But that will be on a property-by-property basis.”

In addition to those who had expressed concerns over the summer, city officials met with a few more business owners. Bell said the feedback has been pretty uniform.

“There are a few handful of individuals who were concerned,” Bell said. “Most people we speak to are either neutral or in favor.

“What really this is about [is] kind of staging that next phase of growth downtown.”

The pool will become one of the city’s 34 historic landmarks

The city of Plano officially designated Plano's Texas-shaped pool as a historic landmark. The pool marked a significant milestone in 2021 by commemorating its 60th anniversary.

As of June 19, 2023, the pool will become one of the 34 historic landmarks in the city. Constructed in 1961, it played a significant role in Plano's initial master-planned development within Dallas North Estates, overseen by Herbert Hunt.

But the pool wasn’t always successful. According to the Plano Star Courier, the pool reached its peak in popularity during the 1990s. It even became common practice for local residents to camp out overnight in order to secure their preferred chair or spot in the pool.

However, the Texas Pool encountered difficulties by 2007, according to the Texas Pool Foundation. Public support and memberships declined, resulting in a lack of maintenance for the pool. In response, a committed group of volunteers formed a coalition with the sole purpose of preserving the Texas Pool and assisting in its upkeep.

In 2017, the Texas Pool Foundation assumed ownership of the Texas Pool, initiating its renovation and maintenance through volunteer efforts. The Texas Pool holds a prestigious position on the National Registry of Historic Places and even garnered attention from various local publications and National Geographic Kids.

Despite being acknowledged as a historic landmark at the national level, the Texas Pool did not receive official local recognition until recently. Although an application was submitted in the autumn of 2022, the process of obtaining the designation faced delays.

A survey was conducted among residents living near the pool, revealing that one person expressed opposition to the pool being recognized as a historic landmark, while two residents showed their support. On a broader scale across the city, four residents opposed the designation, while a substantial number of 75 residents expressed their support for it.

“We are so grateful for the support of the Texas Historical Commission, the city of Plano and the city of Plano Heritage Commission, and the Plano Conservancy as well as local business, corporations and our community for supporting The Texas Pool Foundation’s preservation efforts,” the Texas Pool Foundation said.
