Suppliers are encouraged to visit with the City departmental users; however, in exercising professional courtesy, it is recommended to first visit with the Purchasing Division. Purchasing staff can direct the supplier to the department(s) who utilizes their specific products and/or services. Staff may be visited during normal business hours; however, due to heavy workloads, an appointment is advisable.

Submission of Sealed Bids/Proposals
All bids and proposals are made through the competitive bid/proposal process and are awarded to the lowest responsible bidder or to the bidder/proposer who provides the goods or services at the best value to the City pursuant to Texas Local Government Code Sec. 252.043. All bids/proposals must be submitted by the date and time noted in the bid documents to the address below:

Late bids/proposals will not be accepted for any reason and are returned unopened. Sealed bids are publicly opened at a date, time, and location specified in the bid documents. Tabulations of sealed bids are available here. Only the names of the suppliers submitting proposals in an RFP process are announced at the public proposal opening. Contents of the proposals are not open for public inspection until after the contract is awarded.

Bidding Parameters
Bidding parameters are established to ensure that sizable purchases are subject to fair competition among available, responsible vendors. The following parameters have been established by the City of Bedford in compliance with Texas state law to assist Purchasing Division employees, as well as other City employees, in obtaining competitive quotes.
Cooperative Purchasing
Texas Government Code Chapter 791 and Texas Local Government Code Chapter 271 authorizes local governments to enter into interlocal agreements with other governmental jurisdictions including all states within the United States, independent school districts, counties, councils of governments, and non-profit corporations created to provide various governmental functions/services (such as cooperative purchasing). Cooperative purchasing saves time and effort and allows the City of Bedford to combine its purchasing power with other entities to achieve lower prices on various goods and services. The City has interlocal agreements with various entities throughout the state of Texas and is a member of several cooperative purchasing programs throughout the U.S.

Purchase Order
An official numbered purchase order is the primary method for purchasing goods, services, or equipment obligating the City of Bedford for payment. Transactions may not be valid and binding unless it has an official purchase order number. Many orders are placed by telephone and all vendors should ask the buyer for a purchase order number or their City-issued credit card number.
Delivery
All shipments must be externally identified with a packing list indicating contents and referencing the city purchase order number and department name. It is preferred that the name of the person initiating the transaction also be listed on the packing list for additional identification purposes. Deliveries must be made “F.O.B. Destination” unless other arrangements have been made at the time of the order. Collect shipments will not be accepted.

To ensure prompt payment, invoices must reference the City of Bedford purchase order number and be priced in accordance with the purchase order. All invoices are matched against the purchase order and the receiving report to initiate payment. Care in preparing and submitting invoices will help eliminate problems in processing payments on a timely basis. The City attempts to discount and pay all invoices in accordance with quoted terms. Checks are mailed once per week. Questions regarding billing or payments should be directed to Accounts Payable.
Insurance Requirements
Contractors performing work for the City of Bedford shall provide the city a Certificate of Insurance outlining the coverage and provisions identified by the City.
Contractors shall provide the City evidence that all subcontractors performing work on the project have the same types and amounts of coverage as required or that the subcontractors are included under the contractor’s policy
All insurance companies and coverage must be authorized by the Texas Department of Insurance to transact business in the State of Texas and must be acceptable to the City of Bedford.

What is a Cross Connection?
A cross connection is a connection between a potable drinking water supply and a possible source of contamination or pollution. Under the provisions of the Safe Drinking Water Act of 1974, the Environmental Protection Agency (EPA) established national standards for safe drinking water. Each state is required to enforce the various regulations of the Safe Drinking Water Act and how it relates to its state laws.
To meet these provisions, the Texas Commission on Environmental Quality (TCEQ) on January 1, 1996, enacted a state law which requires the public water suppliers to implement and enforce the Cross Connection Control Program requirements located in the Texas Administrative Code (TAC), Title 30, Chapter 290 of the Rules and Regulations for Public Water Suppliers.
What is Backflow?
Backflow is the undesirable reversal of flow in a potable water distribution system. Water that is always under pressure can only flow in one direction. Then how can water flow in reverse? Water will always flow towards the point of lowest pressure. If a water main were to break or if the fire department opened several fire hydrants to help fight a fire, the pressure in the water main could drop. The demand upstream could cause a reversal in flow.
Cross connections and the possibility of backflow need to be recognized so they do not occur. A garden hose submerged in a hot tub, swimming pool, car radiator or attached to an insect/fertilizer sprayer could siphon the liquid back into the water main. Water from an irrigation system could be siphoned back into the public water supply.
Backflow prevention assemblies are testable devices that are designed to protect the public water system from these types of concerns.
All backflow protection assemblies must be tested upon installation, replacement, repair or relocation.
All irrigation systems installed are required to have a backflow device installed. Currently, only commercial facilities are required to have backflow devices on irrigation systems tested annually.
Commercial facilities are required to have all backflow protection assemblies tested annually.

The City of Bedford has chosen to partner with Vepo, LLC to allow for the online submission of Backflow Prevention Assembly Test and Maintenance Reports. All testing information will be entered directly by the tester into the online password protected Envirotrax® system provided by Vepo, LLC. Testers will no longer be able to submit paper test reports directly to the City.
All Backflow Prevention Assembly Testers (BPATs) are required to register with Vepo, LLC. Upon registration and verification of license, insurance, and test gauge accuracy, the tester will be added to the approved list of Backflow Prevention Assembly Testers.
Please note, Backflow prevention assemblies on fire protection sprinkler systems are required by the State Fire Marshal to be tested and/or repaired by a BPAT who is a full?time employee of a fire protection sprinkler company that is licensed with the State Fire Marshal's Office.
