Brown Reynolds Watford, Architects Inc. (BRW) recently updated the City Council on the Performing Arts Center project. The exterior design and floor plan of the building are close to being finalized, after months of gathering feedback from residents, area arts groups, and monthly meetings with City officials. The facility will be built in the area between the Library and Old Bedford School and will face east.
In the current plans, the building is proposed to encompass approximately 14,500 square feet, 4,600 square feet of which will be devoted to performance space. The auditorium will provide seating for more than 200 people. With an emphasis on flexibility, the performance area seating will also be retractable for a banquet-type event for up to 264 people.
Outside of the performance space, the plans include dressing rooms, restrooms, two large lobbies, catering area, office space, conference room, green room, and lots of storage.
Based on research and discussions with area performing arts groups, the City anticipates the facility will be in demand for a variety of musical, theatrical, dance, and even spoken word (such as a lecture series) events. Its size, flexibility, and seating capacity are considered sustainable, in that it fills a need for performing arts venues of this size in the area.
To ensure the facility will be attractive to as many performers as possible, the Performing Arts Center will have automated acoustic settings for each type of performance, a retractable blackout curtain to cover the large windows, and flexible seating arrangements.
The Bedford Performing Arts Center will have several places to showcase visual artists’ work as well.
Once complete, the Performing Arts Center is intended to be a focal point for arts and culture in the community, with the surrounding property serving as a gathering place for residents and visitors. The facility will also serve as an economic boost to the area, including the future Bedford Commons development.
The exterior of the building will have a unique, modern look, that incorporates a large amount of glass to bring natural light into the facility. It will also include building materials and architectural elements from both the Library and Old Bedford School for consistency. With the help of a landscape architect, the green spaces around the Arts Center will allow for events that use both the inside and outside areas, as well as activities and art.
Parking will be expanded and will meet the City’s parking requirements. At this time, a final number of parking spaces has not been determined and will depend upon the finalized footprint of the building. The Library’s parking lot will also serve as overflow parking for the Arts Center. There will be an additional entrance to the building on the west side, facing the Library.
In 2017, Bedford residents voted to approve $70 million in bond funds for capital improvements and new facilities. Of that amount, $5.5 million was set aside and allocated for a Performing Arts Center at the Old Bedford School site. This decision was possible due to the ballot language for the bond package that referenced “multi-purpose event facilities.” The measure on the ballot stated, “The issuance of $70,000,000 general obligation bonds for park and recreation facilities improvements (including ball field, aquatic center, and multi-purpose event facilities improvements and other related improvements)."
In May, the Council approved an agreement with BRW to design and oversee construction of the Center, directing the firm not to exceed $10 million in construction costs.
In addition to bond project dollars, the City has several options to fund the remaining portion needed such as Generations Park at Boys Ranch savings, hotel/motel tax revenue, American Rescue Plan Act funds (federal dollars given to cities to use at their discretion), or general fund moneys. The property tax rate will not be affected to fund the remaining portion of the Performing Arts Center.
BRW representatives shared their next steps will be to complete the schematic design, finalize building materials and pricing to ensure it is within the budget Council provided. If the current facility design cannot be built within the pre-determined $10 million construction budget, the design will be modified. In January, BRW will start work on the official construction documents and the City anticipates breaking ground late spring or early summer. It is anticipated to be complete winter 2024.
Prior to BRW’s presentation to Council, the City held two informational meetings about the Performing Arts Center’s proposed site plan. The first was held in conjunction with the Library’s October 2021 Beer and Brats event where residents could view the proposed Performing Arts Center site plan, ask questions, and provide their feedback via survey. The second opportunity was a Town Hall meeting in February and comprised of a short presentation followed by a public comment portion. That feedback was provided to BRW Architects to help guide their design.
Prior to those meetings, the City hired Webb Management Services Inc. in 2019 to conduct a feasibility study which would provide an updated perspective on the demand for performing arts spaces in the area. Bedford’s neighborhood streets were being overrun with commercial vehicles which prompted concerns about safety for first responders, drivers and people living in the neighborhoods.
The council voted recently to adopt a new ordinance which shortens the amount of time someone can park on the street from 72 to 24 hours, and commercial vehicles are not allowed to park on the street unless they are making a delivery or providing a service.
Police chief Jeff Williams told the Fort Worth Star-Telegram, “We were having a problem with commercial vehicles. It was obvious that it was people living in Bedford and parking their commercial vehicles,” he said.
Williams also said there were a lot of cars parked on neighborhood streets where people were running auto repair shops out of their homes.
“Our goal is to keep our neighborhoods looking as good as we can,” he said. “We want to make sure residents’ property values don’t start dropping.”
Bedford’s ordinance is similar to those in other cities where people are allowed to park on the streets for 24 or 48 hours before a vehicle can be towed.
Bedford is not going to enforce the ordinance unless people complain.
“We are not going to go out and seek people parked beyond 24 hours. You have an aunt or uncle staying at your home for a few days. Parking enforcement is not the most favorite thing for us to do,” he said.
Andrea Roy, Bedford’s development director, said if the city gets a complaint, the person violating the new parking rules would get a couple of warnings before the case would go to the municipal court.
The old rules of allowing people to park for up to 72 hours did not provide a good time frame because it sent the message that it was okay to park on the street for several days, she said.
Roy said Bedford’s zoning ordinance requires that people have a minimum of three off-street parking spaces at their homes.
Long-time Bedford resident Roger Gallenstein said he supports the new parking regulations.
“I think the 24-hour rule is a good idea. I think the city is heading in the right direction with this new ordinance.”
Gallenstein described seeing “lots of cars” parked along the streets. “I think the city will start looking a whole lot better.”
According to Bedford’s website, “there are concerns about first responders and drivers having an obstructed view if cars are parked on both sides of the street.”
Bedford’s fire trucks are 96–100 inches wide, depending upon the exact truck, which does not include the mirrors. In comparison, the maximum allowable width for a commercial vehicle on the roads is 102 inches wide. A fire truck maneuvering a street with cars parked on both sides is one concern when responding to an emergency, according to the website.
Another concern is setting up the truck to handle the emergency once it is on the scene.

Fans of The Cajun Market & Cafe have something to look forward to in the new year — the popular Colleyville Cajun restaurant will open two new locations in Bedford and The Colony on Jan. 2, 2023.
After two years, rising costs fueled by inflation and a nearly 30% downturn in business forced restaurant owner Phil Tullis and his wife, Deborah McDaniel, to call it quits in October.
Not quite knowing how long it would take to get their beloved restaurant up and running again, they took comfort in the appeal their food had with their loyal patrons.
“I’ve always looked at the business as what other people are saying about you, not what you’re saying about yourself and if you read these comments, there’s genuine love there,” Tullis said of customers after they closed the Coleyville location. “That’s what warms my heart and Debbie’s heart the most.”
Serving a variety of Cajun food — from crawfish and po’boys, to gumbo and chargrilled oysters — it did not take long for Tullis and McDaniel to get nibbles from potential partners.
In came brothers Dirk and Mark Kelcher of Kelcher Entertainment.
The brothers knew of The Cajun Market & Cafe’ reputation and loyal following. It was exactly what they’d been looking for. They had plenty to offer in their Bourbon Street Bar & Grill locations in Bedford and The Colony — mostly it is the space to expand.
After some thought, Tullis and McDaniel shared the good news with their multitude of fans on social media.
“We knew we had a very loyal, very loving following and the outpouring of support we got when we closed was off the charts,” Tullis said. “It just made us feel very, very special.”
The Bedford location offers Tullis and his crew the space they didn’t quite have at the Colleyville location, he said. The 9,000-square-foot venue includes two outdoor decks with roll-up doors, a stage for entertainment and a large bar.
Tullis plans to add a fully chilled oyster bar for patrons to casually enjoy fresh shellfish like if they were at a restaurant in New Orleans.
Tullis recommends the entire menu because it’s all authentic Cajun food straight from the bayous of Louisiana. Even the bread is New Orleans-style baguettes that are served along with the seafood.
There is gumbo, sandwiches, chargrilled oysters, fried seafood, pastas and crawfish, among many other things. There is even a roast beef po’boy with gravy that “takes you about 10 napkins to eat one, but they’re delicious and they’re sloppy,” Tullis said
The opening date was chosen to coincide with Louisiana State University’s football game against Purdue University at the Cheez-It Citrus Bowl. That is hardcore Cajun.
Eventually, expect the new locations to have freezers full of Cajun food for patrons to buy. Chicken, sausage and seafood gumbo, along with boudin balls and tasso ham, will be available.
Going from one restaurant to two locations in a few months has been quite the ride, Tullis said.
The Cajun Market & Cafe opens at 11 a.m. on Jan. 2, 2023 in Bedford at 1833 Airport Freeway and The Colony at 2851 Plano Pkwy Suite 270.
